The licensing plan for Entra ID P1  

Available in Enterprise Mobility + Security E3 together with Azure Information Protection P1 and Microsoft Intune. The Entra ID P1 is available as a Per-user subscription. A Per-user subscription is a licensing option that allows licensed users in your organization to access and use Microsoft products on any device.
